External Funding
Below are various tools to assist you in finding external funding opportunities for both governmental and private sponsors. - Pivot is a comprehensive award database available at no cost to Rutgers faculty, students, and staff that can be customized based on research interests, type of sponsor, type of award, and many other criteria. An easy to use “How-to” guide is available here.
- Grants.gov allows you to search program announcements from all 26-federal grant-making agencies through an intuitive search engine. Searches can be saved and email alerts can be set up to deliver notifications when programs within a specific area of interest are posted.
- Foundation Directory Online provides information on over 100,000 private funders, includes a searchable database of recent awards and allows users to sign up to receive email alerts.
- GradFund provides valuable information and resources for graduate students as well as a database of grant opportunities.

Internal Funding
Internal funding opportunities are offered to the RU-N community through various sources. Please see below for available opportunities. - Guides to additional sources of funding from the Office for Research (Rutgers-wide opportunities)
- Busch Biomedical Grant program (all Rutgers campuses): The Busch Biomedical Grant program is designed to enhance health-related research at the University and to strengthen the competitive position of faculty members who seek external research funds. Proposals for funding are solicited annually by the Office for Research, a Rutgers-wide office. Proposals will be reviewed by a panel of faculty representing different health-related disciplines as well as the various University campuses. Awards are made on the basis of Busch Grant funding priorities and scientific excellence.
- Research Council (all Rutgers campuses): By means of small grants, the Research Council supports studies leading to significant outside funding and publication in all fields of learning represented in the University as well as for creative work in the arts. The deadline for submission is December 1 at 5 p.m. ET. Please view the Research Council’s website for information on each of the 6 programs currently funded: Individual Fulcrum Awards Program; Social and Racial Justice Program; Collaborative Multidisciplinary Award Program; Climate Action Award Program; Subvention Program for the Publication of Scholarly Books; Manuscript Review Award
Tuition Remission: The RU-N Office of the Chancellor provides in-state tuition funding for PhD students supported by external research grant funding. Students receiving a full graduate stipend, benefits, and fees that are covered at 100% by external funds are eligible to receive Tuition Remission (up to 9 credits per semester). Students funded from internal sources such as (TA, SEED Grant, IMRT, Busch, start-up funds, etc.) are not eligible.
To qualify for this funding:
- The external grant must fully cover the student’s stipend, benefits, and fees;
- The tuition refund is limited to the in-state level of tuition in the respective school;
- The student must be in good academic standing;
- The student’s registration (number of credits) will be verified before the approval is granted;
- The funds will be released after the add/drop date is in a given semester;
- The student’s current term bill must accompany the Tuition Refund form;
- A new request for tuition refund must be filled every semester.
Principal Investigators must secure external research grant funding to support in full the stipend and benefits for a PhD student and receive confirmation from their respective PhD Advisor, PI, and Dean. Eligible PIs may request a tuition remission form from ORSP. Approved requests provide PhD students with up to 9 credit in-state hours per semester.

Limited Submissions
Some sponsors limit the number of applications an institution can submit in response to a particular program announcement. If the number of applicants exceeds the available limit, then Rutgers must decide as an institution which proposals are most competitive or best aligned with University priorities. The selection process will differ depending on whether the limit applies to RU-N or if it’s University-wide.
Rutgers University – Newark (RU-N)
For funding opportunities where a limited number of applicants can come from RU-N: When appropriate, an email announcing the limited submission opportunity will be sent to the RU-N community with a request for faculty/PIs to state their interest to be considered by a specified due date. Letters of interest should be emailed to the ORSP and addressed to the Senior Grant Facilitator at orsp_preaward@newark.rutgers.edu
If the number of interested faculty/PIs exceeds the sponsor’s limit, each interested applicant will be asked to complete the RU-N Limited Submission Internal Proposal Form and submit it to the ORSP with all required items, including their Dean’s recommendation. The ORSP will form an ad hoc committee to review all submitted forms (i.e., the “preliminary proposals”) and related information to make a determination about who may proceed with the full submission process. Preliminary proposals for this “internal competition” will be evaluated by the committee according to the parameters in the RFA/RFP, the overall impact/benefit to RU-N and its faculty/students, and the competitiveness of the proposal, among other factors.
Faculty, Student, or Staff Discovery of a Limited Submission: ORSP makes every effort to identify limited submissions opportunities well in advance; however, some limited submission funding opportunities may not be discovered through our search methods. In the event where a faculty/PI brings a limited submission opportunity to the attention of ORSP before it is broadly disseminated to the RU-N community, that PI’s letter of interest will receive special consideration.
Faculty, students, or staff who become aware of a limited submission funding opportunity should notify the Senior Grant Facilitator in writing by email to orsp_preaward@newark.rutgers.edu before any applications are submitted to the funder. If there is time for a full competition to be posted (more than 6 weeks before the external deadline) the opportunity will be disseminated to the RU-N community, and an internal competition will be held. If there are less than six weeks, the opportunity will be treated as a first-come first-serve opportunity. This is consistent with the University-wide policy in this regard.
